Html is the most basic language that need to be learnt.With html you can create many static and dynamic websites.The main thing is it is most easy one so anyone can learn it easily.Use w3school to learn it.It has good tutorials.I think php is somewhat difficult than html but still it's ok to use it for further making more dynamic websites.
